How Should a Retail Chain Allocate Shopping Bag Sizes Across Stores?
Sending every store the same shopping-bag size ratio looks efficient until one location runs out of medium bags while another stores unopened large bags in a crowded backroom. The problem is not necessarily the supplier or the bag range. Different locations can sell different basket shapes, handle different gift services, and have different storage limits.
A multi-store retailer should standardize the method for choosing and reviewing bag sizes, not assume one opening allocation fits every location.
Direct answer: allocate from store-level basket evidence
First validate each candidate bag against completed purchases. Then group stores by similar basket patterns and backroom constraints, issue a conservative opening mix, and record actual size use, exceptions, substitutions, stockouts, and dormant stock. Rebalance at a fixed review point rather than sending every location the same ratio indefinitely.
The opening allocation is a testable hypothesis. It becomes a repeat plan only after the store shows which fit-qualified sizes it actually uses.
Build one fit-qualified size library
Before allocating inventory, define the purchase classes that the bags must serve. Measure the complete handoff after boxes, tissue, inserts, receipts, and protective layers are included. Record packed width, height, depth, intended orientation, relevant weight requirement, opening path, and handle access.
Approve the smallest candidate that passes the full pack-out without forcing rigid corners or blocking the handles. External bag measurements are screening references, not guaranteed internal clearances or load ratings.
The target product lists four sizes: 30 × 25 × 11 cm, 35 × 30 × 11 cm, 45 × 40 × 14 cm, and 58 × 47 × 14 cm. Use them as four physical candidates. Notice that Small and Medium share 11 cm depth, while Large and Extra Large share 14 cm depth; more face area does not automatically solve every depth or opening problem.
Group locations by operating pattern
Do not classify stores only by sales volume. A high-volume accessory store may use mostly compact bags, while a lower-volume gift location may need more large formats. Build store archetypes from the work the bags perform:
- Compact-basket location: small boxes, accessories, or single soft items dominate.
- Mixed-apparel location: folded garments and multi-item purchases create a wider range.
- Gift-heavy location: rigid presentation boxes and tissue make depth and opening access more important.
- Event or seasonal location: the basket mix changes for a defined campaign period.
Also record usable backroom capacity and delivery frequency. A theoretically correct ratio can still fail if a location cannot store the case mix or receives replenishment too slowly.
Set a conservative opening allocation
Select representative stores from each archetype and give each one enough fit-qualified bags to observe normal use without filling the backroom. The product's ready-made 10-Pack and 50-Pack rows can support bounded trials. They are stock options, not verified custom MOQs or custom sample terms.
Hold Style constant while testing the size mix. The live product has 11 Style labels, but changing both color and size during the same pilot makes the result harder to interpret. Use one neutral reference where possible, then evaluate color or artwork separately.
For every checkout use, record location, date, purchase class, first bag size selected, final bag size used, and any exception. Staff should have a short reason code such as rigid box, extra depth, multi-item basket, opening failure, or requested gift presentation.
Separate true demand from emergency substitution
A large bag used after the medium size ran out is not proof of large-bag demand. Mark it as a substitution. A small bag that staff abandoned because the rigid pack would not enter is a fit exception. A bag selected only because it was closest to the register is a workflow issue.
These distinctions matter. If substitutions are counted as genuine use, the next allocation can reproduce the stockout. If exceptions are hidden, the chain may keep ordering a size that never served the intended basket correctly.
Rebalance on a fixed cadence
Choose a review point based on enough normal trading days to capture the store's recurring basket pattern. Compare opening stock, actual fit-qualified use, substitutions, exceptions, transfers, remaining stock, and near-term campaigns. Move unopened stock between compatible locations only when the receiving store has evidence for that size.
Do not overreact to one unusual sale. A recurring exception may justify a specialty size; a rare oversized basket may require a different packaging route rather than permanent chain-wide inventory.
Factory control note: release a store-size curve
For a multi-location custom program, release more than one total quantity. The sourcing record should bind each store archetype to approved completed-purchase classes, finished bag dimensions, material and construction requirements, handles, opening or closure, artwork revision, color, expected weight requirement, quantity by size, packing, destination, replenishment trigger, transfer rule, schedule needs, sample or proof basis, acceptance method, revision, and owner.
Ask the supplier to confirm measurement convention, tolerances, pack configuration, assumptions, exclusions, and any unresolved field. The store-size curve controls allocation; the supplier quotation controls what will be produced and delivered. Neither should silently overwrite the other.
If the pilot supports a chain program that needs custom logo, colors, size, construction, or bulk quantity, carry the validated curve into a separate custom discussion.
Standardize the evidence, not the ratio
A good chain policy gives every store the same fit test, basket-class definitions, exception codes, and review cadence. It does not force identical quantities where demand and storage differ. Start with a bounded allocation, preserve the reason behind every size use, and let store-level evidence earn the next replenishment.
